Not surprisingly, this article is aimed at politicians and accountants -
just a small pun in the title.
It was originally titled "A National
Strategy for Stress". I wrote it for a small country. The central
idea was that the cost of stress is very hard to measure (at least if you
want anyone to accept your figures). Whereas there are good figures for
the cost of heart disease, and there are estimates, which are somewhat
defensible, for the percentage of heart disease caused by stress in the
workplace.
So the document's actual title is:
